Luis Torres

Short Biography:

Luis Torres received a degree in Telecommunication Engineering from the Telecommunication School, Technical University of Catalonia, Barcelona, Spain, in 1977, and the Ph.D degree from the University of Wyoming, Laramie, WY in 1986.

He is currently a Professor at UPC-BARCELONATECH, where he teaches Telecommunication Systems and Advanced Video Coding courses. His main interests are image and video coding, image and video analysis, and face recognition. He has been responsible of more than 45 national and international founded projects in very low bit-rate video coding applications, face recognition and MPEG-4 and MPEG-7 standardization activities. Luis Torres has also served on more than 25 international technical conference committees and as a reviewer for many international journals. He has published more than 120 papers in journals and conferences. He has edited along with Murat Kunt the book entitled, Video Coding: The Second Generation Approach (January 1996). He also served as coding expert for the European Commission, evaluating technical proposals and designing research european programs. Luis Torres has served for the National Agency for Quality Assessment and Accreditation (ANECA) and some other international acreditation agencies to evaluate university degrees and as a committee member for the National Associate Professors acreditation process. He was a Visiting Professor at Purdue University, West Lafayette, IN, during the first semester of 2002 and at University of British Columbia, Vancouver, Canada, during the first semester of 2011.

Luis Torres is a Senior Member of the IEEE. He has been Vice-Chair, SPS Image and Multidimensional Signal Processing Technical Committee (2004-2007) and Special Session Co-Chair, International Conference on Image Processing (ICIP 2005). He served as Associate Editor, IEEE Transactions on Image Processing (1999-03); Member, SPS Conference Board (2000-2004), and General Chair, International Conference on Image Processing (ICIP 2003). He was Associated Editor for the Electronic Journal of Imaging of the SPIE and an IEEE 2006 Distinguished Lecturer. Luis Torres has been vice-president for International Policy of UPC – BARCELONATECH, 2006-2010.
